* Resume index adjust to previous coordinate command
* Takeoff always added to resume mission

* If the user applies a new altitude to the entire mission change
surveys to fixed altitude and apply altitude

Caused intersection failure in some cases

Moves all params into param array instead of using GeoCoordinate for
param 5/6/7

This gives drag clicks precedence over splitting.

Update unit tests to catch this
