Clean up parameter meta data version methods to match spec

Added support for qgcRebootRequired Fact meta data value.

It did not like the use of the tr() macro within a static QString in the constructor.

Fix merge issues

The ardupilot parameter meta data generator will generate dups when the
parameter is in ifdef'ed code

Convert bool settings to SettingsFact

* Fix long description meta data

* Add reboot required

I removed some needed headers from a top level file which then causes a
ripple effect downstream
