Support parameter meta data coming from COMPONENT_INFORMATION as well as old system

Group parameters with no metadata with the other existing params in the group, not in "Other"

Added support for qgcRebootRequired Fact meta data value.

It did not like the use of the tr() macro within a static QString in the constructor.

Fix merge issues
