Rework complex distance, camera shot count calc for better back compat

Save camera shots and complex distance in plan file so that values are valid when reloading

Fix Survey additionalTimeDelay as it relates to hover and capture

Add camera start to transect entry even when taking images throughout survey area.

Hack fix for terrain crash when new query comes through before old query is complete

First and last points in transects did not have altitudes set correctly

Only adjust existing waypoints. Does not add waypoints.
