If Facts are referenced from FactPanelController, we need to reference
count the AutoPilotPlugin such that it doesn’t get destroyed until
after the FactPanelController is destroyed.

Dang, the whole idea is to minimize updates and I forgot to remove my 10Hz test. It's supposed to be 2Hz.
